I'm searching for the drag and drop VSL presets for my recently purchased 16R rack mixer. I can't find them.

Is this because the Series III rack mixers only work with UC Surface, and not VSL? I'm using a Windows laptop and USB.

That is correct, VSL is legacy software and does not work with UC Surface or Series III mixers. You'll need to write down the settings from VSL and manually set them up in UC Surface, there is no translation software to convert VSL presets to UC Surface presets.
