midi effects contol via midi

I have a midi mouse footswitch, and I can't seem to make it simply turn effects on or off.

Is there something I am doing wrong, or is this unit incompatible?

There we discuss how to setup your controller and what messages you need to be aware of to program your own MIDI foot pedal board.
