I have my MIDI drums track on track 1
I add instrument on track 2 and set up for a baseline I will click in on the onscreen synth. I record, but it doesn't record.
How can I set up the second Midi Instrument?

You need a MIDI input device in order to record MIDI.
The keyboards on the virtual instruments do not send MIDI (although this could be a nice feature request) to the track.
