I am a ProTools user that just moved from ProTools to Studio One. In ProTools there is a command that allows you to use the play head to determine what measure is at that specific location, and will in turn adjust the tempo for the events leading up to and after that (given that there are no other tempo events). So say in a 30 second loop at 25 seconds in, you wanted that to be bar 27, you would specify that, and it would do the math to determine what the BPM would be for that to be possible, and adjust accordingly. No one has been able to give me a straight answer, and this is a feature extremely powerful with writing, as well as composing for film.
