I am trying to import an instrumental beat but I cant figure it out.

I assume you are using Studio One Artist. If this is the case you need .wav files. Studio One Artist does not inherently support mp3s.

 

I'm not sure what you mean by "the device"; however your hardware will have no bearing on file types.
