Allow timeline scrolling with the cursor ALWAYS perfectly centered on the screen

A simple toggle on/off that allows EITHER:

The cursor always goes from left to right (like it does currently) or
The cursor is ALWAYS centered and the TIMELINE data is what is scrolling left to right
