Audio clips jumping around when length is changed

Odd behavior--audio clips are jumping around on left and right the time line if I change their length. They are intentionally not following timestretch.

There is a tempo map, but should the clips be behaving this way? I've not seen this happen before.

By any chance do you have Ripple Edit enabled?
