If I connect my 24r via universal control on a second computer - will the hardware configurations I did for the in/out routings be recalled as is? so I don't have to do all the configurations again?

Yes, the hardware configurations will be the same as what was existing on the old laptop as long as you haven't restored any other backup.  On the new laptop, go to the gear icon on the upper right corner in UC and click the backup tab on top.  Make sure Mixer Backup is selected.  Click the Backup button in the middle of the screen.  The current configuration is now saved on the new laptop.  I hope this helps.
