It would be great to easily and freely move different audio regions or takes to different layers - if anything it'll help with housekeeping.

You can already move audio regions between different layers. When two or more Takes exist for an Audio Event, it is possible to unpack the individual takes to separate Events on new Tracks, new Layers, or existing Layers. To do this, [Right]/[Ctrl]-click on the Event and click on Unpack Takes in the contextual menu. Choose Unpack to Tracks to place each Take at the appropriate time on its own new Track.

If I understand the request correctly, I totally agree. Typical scenario is within 1 track having for example 2 regions. One region has 2 takes/layers and the other 4. Any attempt to remove unwanted takes from region 2, messes the whole track (master take) up.

Yes - a work around is to "unpack layers to tracks" and then manage from there - but it would be so much better/simpler if we could simply remove the unwanted audio at the layer tracks and minimise the number of layers.
