What is the company policy, If any, for hardware products that arrive DOA? Replacement or Repair?

The policy is to contact PreSonus Tech Support, so that PreSonus can assist you.

Without any further information here, it is not possible to give a clear answer.

The initial thing to do in such an instance is to contact PreSonus as well as the re-seller from which you purchased the unit from. In most cases the re-seller can swiftly swap out the unit, as long as they have additional stock on hand.
