How do you send

Aux 1 send 25ms delay time
Aux 2 send 110ms delay time

To one reverb plugin.

Set up 2 Aux channels with a time delay plugin on each
Set up a Bus. Insert a Reverb plugin.
Set the Aux channels outputs to the Reverb Bus.

My question is what plugin can delay time so as to act as a Pre Delay to the Reverb unit?

You can use most any common delay plugin for that, to stage in intermediate busses to delay aux sends by different amounts before they reach a common reverb bus.  Analog Delay would work well for that for example, 100% wet.  It will also give you the benefit of using high and low pass filtering on the aux signal independent from the source signal.
