What you want to do is import an audio file into a new empty song to test and pan it left and right while watching the Master Bus meter to see if the metering there reflects the changes in panning. If it does reflect the changes it's working correctly. If you don't hear those panning changes in your speakers or headphones that would indicate an issue with the audio card setup or similar, for example, some audio devices allow panning the Left and Right sides of the main and other output pairs to the center and unless you pan those hard left and right in the audio device mixer you will never hear any panning from those pairs.
If you check all of the above and still fell that panning is somehow broken for you, create a support ticket so that a technician can help you to figure out why you're seeing what you're seeing.
