Cannot make firewire connection on replaced 16.0.2

We bought a new 16.0.2 to replace a bad 16.0.2.  Non-AI. Now I don't have a Firewire connection.  
New board's firmware 0.98f build 219

PC is Windows 7 64-bit, core-i7 4770 at 3.44GHz

Control Panel > sound > doesn't see anything Presonus for speakers or recording.

I updated UC from 1.74 to 1.75. OHCI vendor: 104C (TI); chipset: 8235 XIO2200A; Revision: 10; max speed S400
No channels can be mapped.  Capture cannot start because the Windows audio device is stereo.  Cannot select Presonus for "the audio device Presonus could not be initialized. Please check your hardware configuration and try again".
 

I have updated the Windows Legacy driver using Control Panel > ieee 1394 > 1394 OHCI Compliant ... >  ...> 1394 OHCI  compliant host controller (Legacy)
I have moved my cable from one Firewire port on the mixer to the other, and from one to the other on the PC.

There is no Firewire ID setting in the board's System menu.

In case UC installs are conflicting, I would manually uninstall UC from your computer. Use the article below:

Then, install the latest version for Windows again. If the device still doesn't show, your Windows may be missing the update for newer Driver Signing security installs. You can use the manual install guide below first:
