No. That model laptop does not support Thunderbolt.
Thunderbolt 3 uses the USB-C connector, however so does USB 3.1.
Not all USB 3.1 - USB-C enabled computers have Thunderbolt support.
Make sure the USB -C connector has the Thunderbolt icon next to it. See this image from Intel that explains what to look for.
Also Quantum uses the Thunderbolt 2 interface. You'll need to get a TB3 to TB2 converter from StarTech to convert Thunderbolt 3 to talk to Thunderbolt 2. Apple makes one but it is not compatible with most PCs.
