It may be running. Look in your taskbar at the lower right hand corner of your screen where all you other small icons are. If you have a UC Suface icon, double click to open.
CTRL + ALT + Delete and open the Task Manager. Check Applications or Processes for UC Surface.
You should also make sure that you have the latest UC release installed.
Try disconnecting your Studio 192 from the computer and restart.
Will UC Surface open?
If so, then you may need to install and connect your Studio 192 to a different USB port on your computer. Not all USB ports on every computer are the same. In fact they are very different. You should create a support ticket and supply your computer's System Files so that the Techs can assist you.
