How to open Instruments Panel in external screen above main screen?

When I open the Instruments panel that holds the VSTs or the Inserts panel that holds FXs and want to move either panel from my main screen to my external screen, which I have positioned above my main screen in Apple System Preferences, I don't seem to be able to do so. I can move the main Studio One window, and the pop-outs from the main screen to external monitor, but not those other panels. I can, however, move those other panels to the external monitor if I set the external monitor to the side in System Preferences. I can obviously work around this situation by changing the location of the monitor in System Preferences, moving the windows, and then restoring the location in System Preferences, but that is a pain. I'm wondering if I'm missing something obvious. Thanks!

I don't think you are missing anything. If I understand correctly, if the window is not a pop-out then it is fixed to the main Studio One window. So you may only be able to adjust it horizontally, hence why you can only expand when the second monitor is on the side. That is by design.

DominicB, that's not the issue I have. When I pop out the instrument pane that contains a VST, I can't move it to my secondary monitor when the secondary monitor is situated in system preferences above the main screen. I can move it when the secondary monitor is situated horizontally. Now, this behavior affects both the instrument panel and the fx panel, but it does not affect the main program panel nor indeed any of the panels that can be detached from the main program panel (mix, edit, etc.). I've been working with PreSonus support on this, and so far they are not sure what is going on, as they cannot replicate it on their machines but I'm not having a similar problem with any other program.
