I recorded a few guitar tracks (6) that all had at least 3 studio one stock plugins running on them when I saved the project and opened it later and played back the tracks all of the tracks sounded watered down and the CPU usage shot way higher than normal.

Could you describe what "watered down" means?

Does the CPU go down if you disable the plugins?

Have you tried rebooting your machine?

Have you checked to see if some other Windows process is taking up all of your CPU?

When I say watered down the volume of the tracks drops and it sounds muffled like listening to it under water. Maybe there is a technical term for it I just don't know it. When I turn all of the plugins off the volume goes to normal levels and all you hear is the dry guitar signal. With the plugins off the CPU usage goes back down to around 20% which is normally what it's at while recording My midi drum track is not affected just the audio tracks. I've restarted my laptop and it doesn't look like any other program his using up the CPU.

Try checking your audio buffer size.
It sounds like it might be set too low for your CPU
