I would like to know if the "Main Outs" on the Quantum has power to drive speaker monitors or there has to be an amplifier to drive them.

Most studio monitors now are "active" meaning they have an amp built into them. The main outs are for active monitors - if you use passive monitors they will need an amplifier.
