MIDI keyboard issue - CPU continuously cycling between 0%-100%-0% making input impossible.

Hi -- Running SO3P under Win10 on a Dell Inspiron desktop PC, Intel i3 CPU at 3.2 Ghz, 6 GB Ram. Just purchased a Nektar GX61 midi keyboard, installation went smoothly, transport commands recognized, but when I tried to use it, the performance meter cycles continuously between 0-100%-0%, making recording stutter and skip badly - in short, is unusable. I have read every similar problem report back to 2016, tried every possible combination of solutions/setting changes, both in SO and my PC, (e.g. Dropout Protection settings, block size, and whatnot) and nothing makes a dent.

Audio Device is set to "Windows Audio" which is the default, but I do note that Block Size settings are hardcoded and not adjustable for that "device" either in SO3P or in my PC's Device Settings. Input SPDIF is Sound Blaster X-Fi Extreme, Output set to Realtek Hi-Def.

Any suggestions? I've spent 5-6 hours today trying to resolve this and am about to give up, so I welcome any help!!
