Why can't I create a support ticket?

When I try to create a support ticket, the website just loops me back to the user profile page.

I'm using Chrome.  Before the screen goes to the customer profile page, this message flashes very briefly in website address line:  

"?Kind = error + message = The + unique + request + identifier + was + reused. + please + fix + this + and + try + again."

Try using a different web browser such as Chrome or FireFox
