Monitoring VST plugins with ioStation 24c during recording in Adobe Audition

I swapped out my studio 68c because I read that the ioStation 24c support VST plugins for live monitoring. So far, I can only record the raw direct audio and then apply a VST plugin to the audio clip or track.

I do voiceover work (commercials, audiobooks, etc...) and what I'm wanting to do is, have the VST effects audible while monitoring/recording. What am I doing wrong?

Is there some software that will let me apply VST effects without being in a DAW or other recording app??? For example, if I'm just streaming. I'd like to have the VST effects applied to my live mic signal (as if I were attaching my hardware audio processors like compression, EQ, etc... in the chain) — so that my signal isn't dependent on the recording software.
