Windows 10 says "Windows Smartscreen prevented an unrecognized app from starting"

I downloaded the software for Studio One 3 Artist, but when I tried to run the downloaded file, Windows 10 objected.  I think the real problem may be the Unknown Publisher.  What would it take to make the publisher "known"?

This issue was due to a signing issue that has been updated and fixed in recent updates.
