STUDIO ONE NOT SCANNING USER VSTPLUGIN FOLDERS

I have an issue with Studio One 6.6. It is only scanning VST FOLDERS on the C: Drive

I have created VST locations under VST Location in Studio One and it is either not scanning them or is ignoring the VST in those locations.
related to an answer for: Studio One is scanning the wrong VST folder, and only loading some of the plugins in that wrong folder
