What tweaks and/or adjustment should be made on the computer. I get stutter on playback.

Ensure your computer is fully up to date with all current Windows Updates.

Ensure your computer is updated with system specific drivers from the manufacture website of your computer.

Ensure you have the current drivers for your audio recording interface device and ensure that it is properly connected to your computer.

Consider more RAM.  Faster hard drives.  Disable any services and or programs that you do not need to use or have running while you are recording.
