Enter chords manually on chord track to snap to the beat rather than to the bar

My compositions often have chords changing mid-bar or even on the beat.  For this reason, when entering chords manually on the chord track I would like to be able to drag them to snap to the beat.  I can't find that option anywhere.  Currently I'm having to enter a chord into a full bar and then go back and drag the end of the chord to an approximation of the beat and enter the next chord and drag it's start point ot match the end of the previous one.  after a few measures I am frustrated!  Am I missing something - any ideas?  Thanks in advance for your help.

I would classify this as a bug. This is specifically a function of Snap, as when Snap is off, chords span exactly the space you specify. When Snap is on, the expected behavior is that all affected content adheres to Snap settings. The actual behavior is that every manually entered chord takes up a full bar regardless of Snap settings. When the actual behavior is different from the expected behavior, that's a bug.

Also, this should be tagged under SO5, as the problem continues to happen.
