Question

I have two tracks and both of them are using same instrument instance. On first one, I can enable scale lock, but on second I cannot. Why is that? Is it feature or is it bug?

Btw, if I have two tracks and both of them are using separate instrument instances then I can enable scale lock on both of them.

Check to see if either of the two tracks is set to follow the chord track.  If so, setting scale lock is disabled.
