It is a great question.
TB3 cable quality matter a lot is my experience.
The first thunderbolt 3 cable I used on my old mac book pro was useless. The quantum 2626 didn't even show up as a device on my mac but was blinking blue as is knew it was connected. Then I read that there is lots of difference in quality so I bought a shorter more expencive one on only 2 meter and that worked fine. I also "borrowed" a 3 meter from work, and that didn't work ether.

Whether it works on a NUC Mini Pc I don't know for sure, but if it is a NUC 9 or 10 it have TH3 onboard so I think you can be in luck with that.
I'm interested in knowing what you learn about it. If the M1 driver support for Quantum 2626 dosn't come soon I am considering trying a similar approach.
