FR: assignable second modifier

When doing audio editing I always have to switch between different tools. It would be very useful to have a second assignable modifier. For example one could switch from the pointer to the "scissor tool" by pressing CTRL (CMD) and to the "mute tool" by pressing ALT (OPTION).
