Question

EVERY freaking time I create a tempo change it causes a modulation across every track!!! I hoped that the updates fixed it, but at this point every one of my recordings and bands  am recording is USELESS!!!!

Modulation?  You mean the pitch is going up or down?

I'm not seeing that here.

I don't experience that. My guess would be you need to enable timestretching on the tracks. https://s1manual.presonus.com/Content/Editing_Topics/Timestretching.htm
