I have a 32R... if I buy a NSB 32.16 I'll stay with 64 inputs + 32 outs? Can I use this 32 outs for 32 phone monitors?

The maximum number of input channels for the 32R is 32, max aux/flex mixes is 16. If you need more channels you'll need a 64S.
