PreSonus has charged me for a product i did not receive

I tried to purchase the PreSonus professional from artist but, the website has denied my card multiple times. The messages i received read,"it does not support this card type". Upon recently checking my bank statement i took notice that my card had been  charged. After checking who had charged me this, business came up with the charge fee of  $299.95. I was not provided with the software nor was i granted a refund, on that note i also took notice that my card was charged once more from another business called London gbr with the same price $299.95. This leads me to believe that this business is a third party that you get your software from, regardless i should not be charged twice for something i have not received or would have been notified that a third party will take an additionally fee. I would like a solution to this problem immediately.
